Does anyone know the status of the VAT / trading arrangements between Croatia and the EU ? If you pay VAT in the EU and can prove it, do you have to pay it going into Croatia with the same goods ?
Also what is the position if you buy, say, furniture in Italy and have to go through Slovenia.

VAT, Import duty and Excise Duty are all seperate forms of tax. VAT is only payable once within the EU, but if you are taking goods out of the EU you may be able to reclaim it. In theory you should pay pdv in Croatia. Duty is not payable within the EU but is paid on bringing non EU goods to account or when taking goods into a third country that does not have a zero preferential rate with the EU. Excise Duty is collected by individual countries on items such as tobacco and alcohol.
you really need to get your mind straight about the differences between the various taxes as the fiscal arrangements differ.
As Slo is part of EU you will have no problem taking goods from Italy, but you MAY be liable to import duty and pdv on entering Croatia. The payment of VAT relies on you reclaiming it in the country where you paid it and then paying pdv in Croatia.
On the other had you may just get away with driving across the border if the goods are for your own use and the customs officer is feeling in a good mood, but don't blame me if you do have to pay!
