If the vendors are unable to complete then they will be legally obliged to return double the deposits paid. If investors could be persuaded to withdraw rather than the vendors pulling out, the vendors could presumably avoid this.
The new planning laws prohibiting development within 75m of the sea must be affecting the planning process too.
Services must be a problem as well. It is one thing having sufficient available to build a few houses, but the scale of the development could necessitate building new mains from the nearest point where sufficient capacity was available, and if that was a long way away it could involve services providers in major work building new mains for which they would need to find budgetary resources. It is not a heavily populated area at Prizba so I wouldn't have thought the existing mains would be that great.

More detail on Marco Marina status :
Oct 2004 Option given to investors to have deposit return. All above board made clear by the estate agents.
Nov 2004 Developers met with planning officials to go through reworks plans. Although the statement was the rework was required to bring the main hotel complex building in line with 5 star requirements, i doubt this as i believe this would not have been enforced by the ministry of planning. correct me if i am wrong.
I agree that the main issue must be the new laws surround developments within 75m of the coast. I also heard the other main issue was due to the plan to connect the small island to the main island via a walkway/marina boardwalk. This contravened previous law perhaps.
I would be interested to hear of other peoples dealings with this proposed development.

It is believed FULL Urbanistic planning approval decision for Marina Marco Korcula will be made end of February 2006. If the decision is favourable this development was delayed by about 1.5 years due to planning problems with the main hotel complex aswell other aspects.
