If my mother was born in Croatia, can she claim citizenship?
Then, if so, would I be able to buy property in her name and have it transferred to me?
Would this be easier and cheaper and buying as a foreigner?

Thank you for your enquiry. If she was born here I understand she would be able to claim citizenship. If property was bought in her name I believe that you could inherit it as a foreign citizen but I'm not sure you could simply transfer it while she remained alive without going through an MFA application. The process of buying as a foreigner, provided that you come from a country/state* offering reciprocity to Croatians is not particularly difficult. You can still live in property that is awaiting the MFA certification once you have completed on your final contract.
Where are you a resident of?
*Not all American states, for example, allow foreigners to purchase there and Croatia applies reciprocal arrangements

I'm Australian and not really comfortable with this 2 year waiting process.
Thought if I could buy it in my mother's name and then she could just 'gift' it to me.

As an Australian you would only be eligible for buying as a foreigner if you had permanent residence here. It is a condition of buying here that the country you come from offers reciprocity to Croatians. Australia only allows foreigners to buy in Australia if they have permanent residence there so Croatia applies the same criteria to Australians. I'll check on whether you could have property gifted to you. The other route would be by establishing a company here, which we can do for you. Croatian companies can be 100% foreign owned. A Croatian company, being a Croatian entity, can buy property here without any need for MFA approval and you would have full ownership in a matter of weeks.

I am advised that you could have property gifted to you. However if you want the Land Registry registration, rather than leaving it in your mother's name, which could be effected quite quickly, you would still need the MFA certificate. Is your mother an actual Croatian citizen or is she relying on having been born in the former Jugoslavia? If the latter, it would be a good idea to contact your nearest Croatian consulate to ratify her position.
