Why then the bizarre notion that Romania, whose vast underdeveloped agricutural situation and decrepit industry must present horrendous problems, particularly for CAP negotiations, might join so much earlier? AFAIK, Croatia has now satisfied all criteria and is completing the agricultural and legal system reforms.

Politics?
I have scanned loads of sites covering international economic and not one has commented on the Vienna Institute for International Economic Studies paper. I think there will we something on the EU website but I have not found it yet!
