I am looking at buying a plot of land which is in a development / building zone but the specific plot and the surrounding plots are currently classified as undeveloped portions of the building zone (neizgradeni dia gradevinske zone).
Can you please tell me whether it is possible to get a building permit for such a piece of land? I have heard conflicting views on this. Some say that a detailed plan for the area (PUP - detaljni plan) needs to be in place at the local council level before a permit would be granted on such a lot whilst others say that a permit may be sought and granted immediately.

Much will depend on where this land is located. If the land is within an area for which detailed planning has been made, the guidelines will be published. However, in other, generally rural areas, particularly away from the sea, the urbanistic plan will be sufficient. The problem generally arises in coastal areas which have had urbanistic plans but have not yet done a detailed plan. The necessity for new detailed plans largely arose from last year's changes. Often the reason they haven't done one yet is cost and manpower. Sometimes there is just a single person in the commune to do it all, who also has other duties. If sufficient people petition the commune, the detailed plan might get done, but in the absence of it, a lot of building land effectively remains in limbo. Your best bet will be to talk to an architect in the area where your land is located, who will know what the local situation is.
